Outcomer Limited was founded in 2026 to build case orientation software: it prepares every applicable regulation, item of guidance and in-house rule against the evidence on a file, so that reviewers start at judgement. Every determination remains with the reviewer.
Outcomer’s founding directors previously built, ran and commercially supported a business technology platform for 25 years, serving more than 25,000 commercial customers over that period. That is the record behind Outcomer: two decades of operating software in live business environments, and of introducing technology into established processes without disrupting them.
Outcomer’s regulatory corpus, requirement-decomposition engine and Case Orientation Report were built by that team, and the company is directed and operated by them today.
Outcomer was started by a team with 25 years of building and running business technology platforms. We launched it now for two reasons. The technology has reached the point where previously manual work — reading every applicable requirement against every document on a file — can be mapped accurately, verbatim and with its source attached. And the demand from regulators has shifted: it is no longer enough for a review to have happened; it has to be shown to be complete and auditable. Technology capable of the work, and a market that now requires proof of it, is the moment to build this product.
